  - All drivers must be a Wings Over Houston Participant
  - All Cart Drivers must be 18 years or older
  - All Cart Drivers must hold a valid non-suspended Drivers License
  - Cargo areas are not for transportation of people
  - Limit the number of people on the cart to the number of seats
  - All marts must obey the 15MPH speed limit on the Ramp
  - All carts must obey traffic signs as normal (the stop sign at Juliet is not a suggestion)
